There are over 350 national vocational qualifications developed by NAVTTC (National Vocational and Technical Training Commission). The Qualification Development Department of TTB Sindh may develop the vocational qualifications that are yet to be developed on a national level. The process begins with identifying the need for a new qualification. This involves consulting with stakeholders such as employers, educators, and industry experts to determine the demand and relevance of the qualification.

This process involves defining the learning outcomes, assessment criteria, and the overall structure of the qualification. Content is collaboratively developed by a Qualification Development Committee comprising development facilitator, industry practitioners and subject matter experts to ensure relevance and rigor.

| Implementation and Review |
Once developed, the qualification undergoes a formal validation process, involving a rigorous review by QDC to ensure alignment with required standards. Upon approval & notification, it is implemented and its delivery is actively monitored to assess effectiveness and alignment with intended learning outcomes. Feedback from learners and educators informs ongoing improvements. To maintain relevance with evolving industry practices, qualifications are periodically reviewed and updated.
